Tywyn Level Crossing, Deganwy

Tywyn level crossing in Deganwy was closed back in 2011 due to safety concerns following a serious near-miss incident.

Since then, the crossing which is on the branch line between Llandudno and Llandudno Junction has had temporary closures in place.

WelTAG report and options considered

Following Transport for Wales (TfW) commissioning AECOM to undertake the WelTAG (Welsh Transport Appraisal Guidance) Report on behalf of the Welsh Government, two options were considered from the final recommendations.

  1. Option 1c “Reopen old FP73 crossing with a new perpendicular alignment”
  2. Option 4a “Construct a new stepped footbridge at the location of FP73”.

We have explored the two WelTAG shortlisted recommendation options, as well as variations on both, in line with the requirements of the initial report. The recommendation is that neither of the WelTAG options can realistically be progressed due to engineering and cost challenges, which are explained in more detail in the main report.

Key considerations

We have been working alongside Transport for Wales and the Deganwy Level Crossing stakeholder group to finalise our response to the WelTAG report. We have also commissioned a footbridge concept feasibility report to explore potential bridge options in more detail.

In our response, we have considered level crossing safety, current train services, future train service aspirations, WelTAG criteria, and feedback from the WelTAG stakeholder group on the presentation and consequences of some of the proposed options.

Outcome

Ultimately, despite considerable efforts on all sides, we have been unable to find a solution that allows the crossing to safely reopen as well as allow the current and future train services to run. As a result, Network Rail, supported by TfW, will progress their application to formally remove the crossing. In the meantime, Network Rail will continue to apply for an extension of the temporary level crossing closure.

Alternative route improvements

Following further informal discussions, we have also agreed to look into the possibility of improving the nearby walking and cycling routes that have been regularly used as alternatives since the initial 2011 closure. TfW is currently gathering data and exploring options for these potential local improvements.
