Station Commercial Project Facility

A DfT-approved £16m funding facility for station improvement projects delivering commercially focused investment at existing stations 

The objective of the Station Commercial Project Facility (SCPF) is to enable the funding of projects during Control Period 5 (2014-2019) that improve station environments and the passenger experience, while reducing the cost of the railway to taxpayers.

Department for Transport (DfT) franchised train operating companies and local authorities were able to apply for funding for their promoted schemes, subject to meeting the qualifying project criteria. Prior to this, in Control Period 4 (2009-2014) the SCPF supported the delivery of 47 projects around the country including new car parks, station redevelopments and ticket gating.

Proposals had to provide a DfT total project cost ratio of 2:1 as a minimum over the first 10 years of full operation of the enhancement, and be completed by 31 March 2020. Please refer to the guidance notes and other supporting documentation below for full details and project criteria.

SCPF2 funded projects

The Treasury announced the successful SCPF2 projects in the March Budget on 16 March 2016. There are six successful projects, totalling an SCPF2 investment of over £11m:

  • Cheltenham Spa, car park: Additional 70 spaces in a new single-deck car park   
  • Exeter St David’s, redevelopment: Improvements to station forecourt, canopy, concourse and ticket gate line   
  • Market Harborough, car park: Additional 200 car parking spaces. Project to coincide with wider enhancements   
  • Newbury, car park: Additional 157 spaces in a new multi-storey car park   
  • St Albans,  retail, redevelopment: New retail and booking hall enhancements   
  • Weston-Super-Mare, ticket gates: New ticket gate line installation
