The Office of Rail Regulation (ORR) modified Network Rail's network licence in June 2005 to require the establishment and maintenance of RUSs across the network. Simultaneously, the ORR published guidelines on RUSs. The Licence Conditions and RUS Guidelines were updated and re-issued on 1 April 2009, and may be downloaded from the ORR's website using the links below.

RUS Guidelines
As required by the ORR's Guidelines, Network Rail has published a RUS Manual so that parties who are stakeholders in the rail industry can see clearly what the RUS process is, and what information is expected of them. The RUS Manual is in two parts: a consultation guide and a technical guide. These have been reviewed in the light of the revised ORR Guidelines published on 1st April 2009 and were updated in December 2009.
