    In March 2009, when we published our ambitious plans for the five years from 2009 to 2014, the number of passengers using the railway every day was at levels not seen for almost a century, more trains were on the network and more were arriving on time than ever before. The safety of both passengers and those working on the network was also higher than at any time in history.

    At that time, we made commitments for those five years to get even more trains on the network and more of those trains on time, and to make the railway even safer. But we made other commitments too. We committed to delivering a £24 billion programme of investment in the network. We committed to reducing the cost of the railway by over a fifth. And we committed to reducing the number of times passengers arrive at a station expecting a train, and find themselves ushered onto a rail replacement bus service.

    These were all significant challenges. Over 2009/10 we have made good progress on meeting those challenges, delivering what we have agreed to deliver, and we remain entirely committed to meeting the targets we have been set for Control Period 4. This update is not a wholesale revision, but it does provide some news on our progress, as well as more detail in certain areas than was available a year ago.

    The significant challenges that we faced remain, but our plans will, by 2014, mean a bigger, better railway for passengers, freight and the whole of Britain.

    Route Plans

    Route Plans provide a description of the current capability and use of each strategic route, a description of our vision for the route’s future, and the strategy for achieving that vision. This strategy reflects and builds upon the Route Utilisation Strategies, and is developed with our customers and other stakeholders. The Route Plans have been updated in support of the CP4 Delivery Plan update 2010.
