Baseline Declaration

In connection with Periodic Review 2008 (the Access Charges review for Control Period 4) we have provided a declaration of ‘baseline’ capability, which defines the capability at the start of CP4. Our obligation is to maintain network capability at this level throughout CP4, unless the specification is altered through the industry network change procedure.

Purpose of baseline declaration

The network changes over time and for any changes to capability the Network Change procedures apply. The baseline declaration provides a statement of the capability of the network as at 1 April 2009 and acts as a point of reference against which subsequent changes can be assessed. This data is therefore not intended to be used in any current planning of operations on the network. The current capabilities of the network must be obtained from the relevant sections listed as links under ‘Current capabilities’.
