Strategic Business Plan 2007

Network Rail’s 2007 Strategic Business Plan outlines the rail industry’s strategy for addressing the challenges facing the railway in the coming years.

Britain’s railways have enjoyed a resurgence in the last five years and much has been achieved with over 90% of trains arriving on time. The number of late or cancelled trains has been halved and over £1billion has been saved from the cost of running the network.

This success has led to a significant increase in demand with more people choosing to travel by train than at any time since 1946. Our network is the fastest growing in Europe with 43% passenger and 60% freight growth since 1996.

The Strategic Business Plan for 2009 to 2014 deals with the challenges this presents. It is the shared industry view of what needs to be delivered to allow the railway to grow and thrive.

It is Network Rail’s formal response to the Government’s High Level Output Specification (July 2007), and our first major submission to the Office of Rail Regulation’s (ORR’s) periodic review.
