The 2004 Business Plan is Network Rail's second since taking responsibility for Britain's rail network.
It sets out our plans for delivering the outputs agreed with the Office of the Rail Regulator, Strategic Rail Authority and Government for the next five years (Control Period 3, beginning 1 April 2004), with a forward look to a further five.
It describes in detail how we intend to apply engineering and operational excellence to deliver improvements in the safety, reliability, efficiency and affordability of the railway infrastructure.
Network Rail's 2004 Business Plan comprises the following documents, detailing our policies, processes and plans, as well as financial expenditure and other data:

- Technical Plan (asset stewardship and network operations)
- Route Plans (how our strategies will be delivered at route level)
Together with the Financial Plan, these documents fulfil the requirements of Condition 7 of our network licence.
