Train operating companies, freight operating companies, property companies with railway schemes, retailers, long-term funding bodies such as Passenger Transport Executives (PTEs), Regional Transport Partnerships, providers of funding including local authorities, Transport Scotland, Welsh Assembly and regional bodies. In fact, any organisation seeking to work for railway parties.

Overview of the Code of Practice

With so many potential new customers depending upon us, we have a Code of Practice for dealings with Dependent Persons that has been approved by the Office of Rail Regulation.

The Purpose of the Code of Practice

To aim that:

  • We act efficiently and economically, and in a timely manner
  • We exercise the degree of skill, diligence, prudence and foresight expected of a skilled and experienced network facility owner and operator.

Our Code of Practice is fundamental to all our prospective relationships with you.

What is a ‘Dependent Person’?

It’s just a term we use. A ‘dependent person’ describes anyone that depends upon Network Rail in some way to realise their business aspirations or to provide or fund railway services and facilities. This includes long-term funding bodies, suppliers and customers.

All are dependent upon Network Rail and the Code of Practice is there to reassure them that we will be responsive to their requests.

Who can benefit from the Code of Practice?

A range of prospective or new customers who we have dealings with in the course of our operation of the railway network are likely to be dependent persons. These include train operators, long-term funding bodies such as the Department for Transport and Passenger Transport Executives (PTEs), those bodies who may provide one-off funding, such as local authorities, the Scottish Parliament, Welsh Assembly and Regional bodies, and those seeking to work for railway parties.

Network Rails network licence defines a dependent person as anyone who has expressed in writing to Network Rail a serious and credible:

(a) interest in providing, or intention to provide; or
(b) interest in providing or intention to provide finance for or in connection with either or both of
(i) services relating to railways, and
(ii) a railway facility or network, including one which is proposed to be constructed or is in the course of construction.
