On-train metering is where an operator is billed for its use of EC4T
(electric current for traction) based on metered consumption data instead of
modelled consumption rates.
As part of its CP4 determination, the ORR required Network Rail to allow any
electrified operator to opt-in for on-train metering at the start of each
financial year from 1 April 2010.
EC4T metering rules
The EC4T metering rules are a common set of rules that apply to all parties
who have the relevant on-train metering provisions set out in schedule 7 of
their track access agreements. The EC4T metering rules are incorporated into,
and therefore forms part of, each such bilateral contract.
The EC4T metering rules set out:
- Arrangements for dealing with missing data
- Auditing provisions for EC4T metering
- The process for making changes to the EC4T metering rules
- The transitional risk sharing mechanism
- Transmission losses mark-up
- Adjustments for Power Factor Correction
- Adjustments for meter tolerance factors

Changes to schedule 7 of passenger track access agreements for on-train metering
London Midland’s 23rd supplemental agreement can be used as a template supplemental agreement for the changes to the contractual provisions in schedule 7 to facilitate on-train metering.

The Network Rail Metering Data Interface Specification details, in accordance with any applicable standards, the manner and format in which metered data should be provided to it. Metered electricity consumption and infill data
As set out in paragraph 10 of the EC4T Metering Rules (above), we are required to publish the following data
- Total net electricity data value for each period
- Net infilled electricity data value for each period expressed as a percentage of the total net electricity data value
